Annual Board Meeting

Attendees: Chad Carrick, Rhonda Yankauskas, Sue Scimio, Jeff Hagmaier (HOA board), Tim Lovas, Brad Tysarczyk, Bob Massaro, Betty and Jack Leavy, John and Lori Brinker, Greg and Sharon Sahene, Tina Hribal, Susan Guy, Rod and Carole Smathers, James Fetzner

 

Chad Carrick began the meeting at 7:05pm with introductions of board and neighbors in attendance introduced themselves.

 

Chad reviewed the incorporation that was completed during the last year. He explained that the benefits are no taxes are needed to be paid on the common areas, the home owners liability is decreased.

 

Rhonda Yankauskas explained that because of no volunteers the social activities have been lacking this year. Nobody was interested in running the block party or egg hunt so those activities did not happen. The board is willing to fund the activities but need help to organize and run the events. The annual Turkey trot and garage sale did occur and both were well attended.

 

Chad Carrick presented the Treasurer's report because David Chandler was out of town. Total inflows for the calendar year were $11,427.34 and total outflows were $12,639.27. The outflows were significant because incorporating required a significant amount of time from an attorney. Josh Lorenz, a Heritage resident, is the attorney we used and he did the work for the lowest cost he could. The total in checking is $9,478 and savings is $26,681.

 

Now that the incorporation is completed we need to get the greenspace that is currently in Alan Latta's name turned over to the corporation. This will save us tax money.

 

Lori Brinker questioned if the dues would continue to be assessed since we do not expect any large expenditures and we are carrying a high balance in savings. Chad explained that we anticipate more legal expenses this year to transfer the common area. After that the board would need to decide on a "safe" balance that they would like to carry. When that amount is reached the board could consider reducing or reimbursing dues.

 

Chad explained that the board has been approached by residents of Phase III to join our HOA. At this time point the board is not interested in pursuing or paying to have the two groups combined. Until all of Phase III is completed it is a large undertaking to accomplish the merger.

 

A developer contacted Chad concerning Phase III. He was interested to find out if they were part of our HOA. Chad explained that they were not and the developer viewed that as a negative in considering purchasing the property.

 

At this point the board believes that the property that was to be sold at Sheriff's sale has been "stayed". Alan Latta paid the back taxes on all of the other property with Heritage Estates that was to be sold at Sheriff's sale.

 

The board explained that we need to have neighbors step up to be on the board. If we cannot get enough people the board's work will be outsourced. This outsourcing could significantly raise our dues. Other neighborhoods are paying $100/month for similar services. The current board is against outsourcing but they are also not willing to stay on the board indefinitely. New board members must step forward.

 

New board members - Chad, Rhonda, and Sue have served for three years. Chad is willing to stay for one more year. So currently there is a need for two new members. Because there is not 20% of the neighborhood in attendance a vote cannot be taken. So for this meeting we will ask for volunteers and then the board will appoint the volunteers to the board.

 

Tina Hribal and Jim Fetzner agreed to be on the board. The board voted and all were in favor. Rhonda Yankauskas and Sue Scimio are vacating their positions on the board.The board thanked both neighbors for their willingness to help.

 

It was suggested by neighbors in attendance that volunteers need to be compensated for their service. Chad explained that a bylaw change was necessary for that and would require 50% of the neighborhood to agree.

 

It was suggested that the website be used more to notify neighbors of the need for volunteers and events such as this meeting. The board agreed to utilize the website more and possibly send more mass e-mails. Greg Sahene suggested it is time to pay a landscaper to care for the entrance sign. Creating a Facebook page was suggested to communicate with neighbors. Brad Tysarczyk said his wife may be interested in setting this up.
